I've recently build a C4.5 implementation in PHP. You can install it using Composer. This is the package URL :
https://packagist.org/packages/juliardi/c45.

However currently it doesn't cover all feature of C4.5. It can only process non numeric value and unable to prune the resulted decision tree. Please use it at your own risk.
